TOPEKA – The Center for the Study of Social Policy (CSSP), the independent third party overseeing the McIntyre class action settlement, has released its fifth report on Kansas’ progress toward meeting foster care improvement requirements.
The report, which covers calendar year 2025, found Kansas maintained strong performance in several areas and made measurable progress in others, while some challenges remain.
The McIntyre et al. vs. Howard et al. lawsuit was filed in 2018 by Kansas Appleseed, Children’s Rights and the National Center for Youth Law against several state agencies. A settlement was reached in 2020 requiring Kansas to improve foster care practices and outcomes over multiple years.
