Judge allows foster children discrimination lawsuit to proceed

A lawsuit alleging the state locks foster children with disabilities in psychiatric residential treatment facilities rather than providing them housing and community services can move forward, a federal judge ruled late last month.

The North Carolina Department of Health and Human Services tried to get the case dismissed, but U.S. District Court Judge William L. Osteen Jr. allowed the case to proceed.
