Senior Policy Analyst

Lily Alpert joined Children’s Rights in October 2008 after serving as a legislative fellow in the office of Senator Hillary Rodham Clinton, where she managed a portfolio of foster care and adoption policy issues and helped to develop key legislation pertaining to the child welfare workforce. Dr. Alpert holds a Ph.D. in human development and family studies from the University of Connecticut and a B.S. from Cornell University. Her doctoral research focused on parents of children in foster care and family-centered practice and included studies at individual foster care agencies as well as analyses of state-level child welfare systems. Dr. Alpert has also worked as a foster care caseworker in New York City.
